Resolved Question: How do I stop someone from building a gate limiting access to my property in Taylor county , Tx. ?

I own a 10 acre tract of land that is in a rural part of Taylor County, Texas. There is an easement that is used to access my property. I have to cross three other tracts of land to get to my property. One of the property owners is putting up a fence and expressed his intention of putting up a gate. He said I had to pay for construction or he would lock me out. I'm fairly sure this is illegal especially since the easement was recently given a county road name. Also if a gate were put up it would deny from emergency assistance, (police, ambulance, fire truck, etc) access to my property. How can I have the gates removed or opened.
